Resources is the catalogue of shared sets, and a set gets there through the access dialog, not through a separate publishing form. Choose To everyone and the set appears in Resources on its own — right away, with no review and no approval step.
It is listed as a free set. Anyone can open it, take it with ADD, and from then on it is in their sets. What they get is access to your set, not a copy: your later edits reach them immediately, and they cannot change anything themselves.
Search in Resources matches the name and the description of the set, nothing else — not the words inside it. A set called “New set 3” with an empty description is findable only by scrolling, so name it the way someone would look for it, and write a description before you open it up.
The card shows the set’s name, its number of words, and your name and avatar as the author.
Setting the set back to private removes it from Resources. People who already added it keep their access; the set is not taken away from them. The same happens if you delete the set — it leaves the catalogue, and then those people can no longer open it. An empty set, with no words in it, is not listed either.
